libpython-dev software package provides header files and a static library for Python (default), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libpython-dev
libpython-dev is installed in your system.
Make ensure the libpython-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libpython-dev *
You will get with libpython-dev package name, version, architecture and description in a table
